Interim Chief Technology Officer

InfoPay operates a portfolio of public records and data brands, including GoodCar, CourtCaseFinder, PropertyChecker and EntityCheck, with engineering teams distributed across the U.S., Spain, Armenia and the Philippines. The interim CTO owns platform architecture, infrastructure, security and the engineering organisation, reporting directly to the CEO and sitting alongside the CBO and COO at the leadership table.

The role requires hands-on PHP expertise alongside executive-level leadership. Key priorities include managing a framework migration from Yii to Laravel, overseeing large-scale MongoDB and MySQL environments, maintaining PCI DSS and SOC 2 compliance, and ensuring uptime across revenue-critical systems. The CTO will lead ten engineers and one Scrum Master, with a hybrid work model based out of Boston (Monday to Wednesday in office).

• Lead, grow and scale engineering, infrastructure and sysadmin teams across multiple time zones, including full-time staff and contractors.
• Own the technical architecture and roadmap across the core platform, checkout service, consumer sites, APIs and CMS.
• Plan and execute PHP framework migrations (Yii to Laravel) and replatforming of live, customer-facing systems without disrupting revenue.
• Maintain PCI DSS and SOC 2 compliance, own audit readiness, and manage security infrastructure including firewalls, VPNs and vulnerability scanning.
• Oversee the MongoDB and MySQL data layer, including performance, scaling, integrity and cost management.
• Partner with the CEO, COO and business leaders to translate technical tradeoffs into cost, revenue and timeline terms.

• Seven or more years of object-oriented PHP development with hands-on expertise in both Laravel and Yii/Yii2.
• Proven experience leading a production PHP framework migration and replatforming of live, customer-facing systems at scale.
• Five or more years leading and scaling engineering teams, including hiring engineering managers and managing distributed or offshore teams.
• Experience managing large MongoDB deployments alongside strong MySQL skills.
• Hands-on experience with AWS and/or Google Cloud, Linux/Ubuntu administration, Git and CI/CD.
• Working knowledge of PCI DSS and SOC 2 controls, with clear communication ability for non-technical executive audiences.
