Wyoming Business Council
Interim Chief Executive Officer
An interim CEO engagement to lead Wyoming's statewide economic development agency through a significant leadership and governance transition, expected to run approximately nine to twelve months.
The Wyoming Business Council (WBC), the state's primary economic development agency, is seeking an experienced executive to serve as Interim CEO during a period of consequential change. The role covers day-to-day operational leadership, stakeholder relationship management, and preparation for a permanent CEO search, all against a backdrop of an incoming gubernatorial administration in early 2027 and potential legislative changes to WBC's statutes and governance.
The interim CEO will work directly with the WBC Board of Directors, state and local officials, legislative leaders, and statewide partners. Deliverables include a regional planning framework, a strategy foundation drawing on prior research, a stakeholder summary, proposed performance indicators, and a thorough handoff record for the incoming permanent CEO. The scope and sequencing of work products will be agreed with the Board and adjusted as governance and legislative decisions evolve.
- Lead day-to-day operations, maintain financial and organisational controls, and surface near-term risks requiring Board attention.
- Build and sustain relationships with legislators, state and local officials, business leaders, and statewide economic development partners.
- Coordinate the permanent CEO search process, including engaging a national search firm and developing a transition-ready leadership profile.
- Develop options for a durable regional planning structure, drawing on relevant state and regional practice.
- Synthesise prior strategic research and current WBC initiatives into a concise, high-level strategy framework for Board and state leaders.
- Support legislative consideration and implementation by providing timely analysis and practical guidance on statutory, programme, staffing, and funding matters.
- Senior executive experience leading an economic development organisation, regional development effort, or business growth programme at state or regional level.
- Demonstrated ability to maintain effective operations and guide an organisation through significant transition or governance change.
- Credibility working with elected officials, governors' offices, and legislative bodies.
- Experience operating across multiple states or territories is strongly preferred.
- Strong stakeholder engagement and communication skills, with the ability to build trust across diverse public and private sector audiences.
- Sound judgement in navigating politically sensitive environments and presenting balanced, decision-ready analysis.
