Interim Director of Housing Programs

Scion Nonprofit Staffing is recruiting an Interim Director of Housing Programs for a mission-driven nonprofit delivering housing and supportive services. The assignment is hybrid, requiring approximately two days onsite per week (typically Tuesdays and Thursdays), and is expected to run through 31 December 2026.

The director will take strategic and operational ownership of a portfolio that includes TBRA, HOPWA, and HUD Continuum of Care programs. Priority initiatives include leading NSPIRE implementation across HOPWA and CoC programs, increasing subsidy utilisation rates, onboarding new Supportive Housing partner agencies, and establishing a landlord review process within the System for Award Management (SAM). The role works closely with executive leadership, funders, community partners, and housing professionals across the organisation.

• Provide strategic and operational leadership across housing programs, covering budgeting, contracts, compliance, quality assurance, and external partnerships.
• Lead NSPIRE implementation across HOPWA and HUD Continuum of Care programs, maintaining ongoing regulatory compliance.
• Develop and execute strategies to increase housing subsidy utilisation and strengthen overall program performance.
• Onboard new Supportive Housing partner agencies and cultivate relationships with funders, landlords, and cross-agency stakeholders.
• Establish a landlord review process within the System for Award Management (SAM) to support compliance and funding initiatives.
• Supervise, coach, and develop housing leaders while collaborating across departments to advance organisational housing priorities.

• Significant leadership experience in housing, health, social services, or a related field, with demonstrated success managing complex housing programs and teams.
• Advanced knowledge of HUD Tenant Based Rental Assistance (TBRA) programs and familiarity with HOPWA, HUD Continuum of Care, NSPIRE, and related compliance requirements.
• Strong people and operational leadership capabilities, including staff development, budgeting, contract management, and funder engagement.
• Excellent organisational skills, strategic thinking, and the ability to manage multiple competing priorities in a fast-paced environment.
• Exceptional communication, presentation, and relationship-building skills across diverse stakeholder groups.
