Reinvestment Fund seeks an Interim COO to lead enabling functions including Risk and Compliance and Data and Technology, ensuring operational excellence and risk governance in support of mission-driven growth.
Reinvestment Fund, a federally certified community development financial institution (CDFI), is searching for an Interim Chief Operations Officer to integrate and oversee its enabling functions. The role spans Risk and Compliance, Data and Technology, and enterprise project management, with a focus on aligning systems, risk frameworks, and data capabilities to organisational strategy. The COO will partner closely with the CEO and executive team to coordinate execution across business lines and support functions.
The position requires oversight of compliance obligations including CDFI, CRA, AML/BSA, and OFAC standards, as well as governance of technology investment, data quality, and IT security. The role is approximately 10 to 20 hours per week at a rate of USD 140 to 180 per hour.
- Serve as enterprise integrator for enabling functions, aligning systems, risk, and data capabilities with business strategy
- Oversee Risk and Compliance, ensuring adherence to CDFI, CRA, AML/BSA, and OFAC standards and maintaining a strong compliance culture
- Lead Business Intelligence, IT Support, and IT Security to ensure secure, integrated, and data-driven operations
- Drive enterprise-level project management, standardising governance frameworks, execution, and performance tracking
- Provide the CEO and Board with transparent, data-backed insights on risk, compliance, and operational performance
- Lead senior managers across Risk, Technology, and Operations, fostering accountability and continuous improvement
- Bachelor's degree in Business Administration, Finance, Economics, Public Administration, Information Systems, or a related field
- 10 or more years of progressive experience in operations, technology management, or risk, with at least 5 years in an executive leadership role
- Demonstrated experience overseeing enterprise-wide compliance frameworks including CDFI, CRA, AML/BSA, or OFAC requirements
- Proven ability to lead cross-functional teams and drive enterprise integration across risk, technology, and operations
- Strong background in governance of data quality, technology investment, and system performance
- Experience delivering measurable outcomes in operational efficiency, quality improvement, and cost optimisation
