Chief Information Officer (CIO) / Fractional CIO

The fractional CIO will serve Western Wyoming College on a one-year engagement, aligning technology investments and governance with institutional priorities. The role spans digital transformation, operational efficiency, and long-term technology planning, with a focus on delivering measurable outcomes from day one.

During the first 90 days, the CIO will conduct a full discovery and assessment of existing IT infrastructure, enterprise systems, staffing, and policies, then deliver a prioritised improvement plan. Ongoing responsibilities include technology roadmap development, vendor management, business continuity recommendations, and executive-level reporting to college leadership.

• Develop and maintain the college's technology strategic plan and annual technology roadmap.
• Assess IT infrastructure, enterprise systems, staffing, policies, and operational processes.
• Advise leadership on technology investments, budgeting, resource allocation, and procurement.
• Establish IT governance practices, technology policies, and decision-making frameworks.
• Coordinate vendor management and evaluate service provider performance.
• Deliver executive-level reporting on IT performance, strategic initiatives, risks, and opportunities.

• Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related field.
• Significant experience in IT leadership, strategic planning, and technology management.
• Experience supporting higher education institutions or comparable public-sector organisations.
• Knowledge of IT governance, enterprise systems, technology budgeting, and vendor management.
• Familiarity with Microsoft 365 and enterprise applications.
• Strong executive communication, stakeholder management, and project oversight skills.
