Interim Executive Director – Network Infrastructure Services

Tech Army, LLC is seeking an experienced technology executive for an interim leadership role within a university Network Infrastructure Services department. The engagement spans 9 to 12 months and requires immediate on-site presence in Columbia, SC. The selected leader will have authority to assess current operations, address performance challenges, restructure teams and responsibilities as needed, and implement sustainable governance and management practices in preparation for permanent executive leadership.

This is a high-accountability assignment suited to a seasoned Interim CIO, Deputy CIO, Associate CIO, or senior infrastructure executive who has guided large, complex technology organisations through significant operational, cultural, and structural change.

• Lead all departmental operations and drive organisational transformation and culture-improvement initiatives
• Evaluate and restructure reporting relationships, staffing models, and operational responsibilities where required
• Establish performance expectations, governance frameworks, and decision-making processes across the department
• Manage departmental budgets and allocate resources in line with institutional priorities
• Coach and develop managers, supervisors, and professional staff while addressing performance and employee-relations matters in partnership with HR
• Prepare transition documentation, succession planning support, and executive-level reports for senior leadership

• Bachelor's degree plus at least eight years of relevant experience, or equivalent combination of education, certification, and experience
• Minimum three years of executive-level experience leading organisational transformation and change management
• Minimum three years leading organisational restructuring and culture change within a large, complex technology organisation
• Demonstrated ability to make difficult personnel, operational, and resource-allocation decisions
• Strong executive communication, stakeholder management, and organisational leadership skills
• Preferred: higher-education or university IT leadership experience and familiarity with enterprise network architecture, audit remediation, and governance frameworks
