Interim Municipal HR Director / HR Consultant (New England)

AlphaGov (operating as Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting to cities, counties, school systems, special districts, and related agencies. The firm engages experienced practitioners as project-based collaborators on a 1099 basis, with engagements that are remote-first but require regular on-site days at client locations across New England.

This interim HR Director engagement combines hands-on HR operations with HR function assessments, policy updates, and supervisor training. Engagements support towns, cities, and school districts through leadership transitions and day-to-day HR challenges. Note: this opportunity is contingent upon contract award and final staffing approval.

• Serve as interim HR lead across administration, employee and labour relations, leave and accommodation management, and recruitment and onboarding
• Advise town managers, department heads, and supervisors on personnel matters, discipline, and performance management
• Administer collective bargaining agreements and support public-sector labour relations processes
• Assess HR functions, update personnel policies, procedures, and forms, and deliver supervisor training
• Support the recruitment of permanent HR leaders and facilitate knowledge transfer at transition
• Contribute qualifications and past-performance narrative to AlphaGov proposals when authorised to do so

• Substantial experience as a municipal HR director or senior HR leader for a town, city, county, or school district
• Working knowledge of Massachusetts or New England public-sector employment law, including collective bargaining (e.g. M.G.L. c.150E)
• Demonstrated experience with public-sector unions and grievance and discipline processes
• Ability to provide regular on-site availability in Massachusetts or elsewhere in New England
• Comfortable operating as a 1099 project-based collaborator
• Preferred: SHRM-SCP, SPHR, or IPMA-SCP certification, or prior interim/fractional municipal HR director engagements
