Fractional COO / Construction Operations Consultant

Trustech Pro Inc is seeking an experienced fractional COO or Construction Operations Consultant to build out a comprehensive operational framework for its residential building and flipping business. The initial engagement covers a 90-day system build-out, with an optional ongoing monthly advisory retainer thereafter. The hybrid model combines remote strategy and system setup with periodic site visits to Hagerstown, Maryland.

The scope spans all core business units: acquisition and real estate, development and preconstruction, construction operations, compliance and safety, and property holding and maintenance. The consultant will establish SOP playbooks, cross-departmental workflows, permitting pipelines, procurement approval rules, quality control procedures, and OSHA-aligned safety standards to professionalise and scale the organisation.

• Design and document SOPs and operational workflows across acquisition, preconstruction, construction operations, compliance, and property maintenance units
• Develop deal analysis SOPs, due diligence checklists, and closing procedures for the acquisition and real estate function
• Build permitting pipelines, engineering coordination protocols, and bidding templates for development and preconstruction
• Establish trade onboarding standards, procurement and PO approval rules, daily site log requirements, and milestone inspection checklists
• Create site safety SOPs, OSHA compliance procedures, and DPOR regulatory tracking systems
• Define property turnover protocols, security procedures, and holding maintenance schedules for the asset management function

• 10 or more years of senior operational leadership (COO, VP of Operations, or Senior Project Director) in residential construction, home building, or real estate development
• Proven record of building operational systems, writing SOP playbooks, and structuring workflows for builder or flipper organisations
• Hands-on experience implementing construction management platforms such as Buildertrend, CoConstruct, or Procore and integrating them with field operations
• Strong working knowledge of local permitting requirements, building codes, OSHA guidelines, and trade licensing standards
• Ability to work in a hybrid model combining remote strategy sessions with periodic on-site visits in the Hagerstown, MD area
