Chief Information Officer (CIO) / Fractional CIO

This fractional CIO role is placed via Sligo Software Solutions on behalf of Western Wyoming College, a public higher education institution. The engagement spans one year and requires the incumbent to align the college's technology investments, governance practices, and infrastructure with its institutional priorities. The role supports digital transformation, operational efficiency, and long-term planning across IT functions.

The initial 90 days focus on a structured discovery and assessment phase, resulting in a prioritised improvement plan and formal recommendations to college leadership. Ongoing responsibilities include overseeing major technology initiatives, coordinating vendor management, advising on budgeting and procurement, and delivering executive-level reporting on IT performance and risk.

• Develop and maintain the college's technology strategic plan and annual technology roadmap.
• Assess existing IT infrastructure, enterprise systems, staffing, policies, and operational processes.
• Advise leadership on technology investments, budgeting, resource allocation, and procurement decisions.
• Establish IT governance practices, technology policies, and decision-making frameworks.
• Coordinate vendor management and evaluate service performance across technology suppliers.
• Develop recommendations for business continuity, disaster recovery, and technology risk management.

• Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related discipline.
• Significant experience in IT leadership, strategic planning, and technology management.
• Prior experience supporting higher education institutions or comparable public-sector organisations.
• Solid understanding of IT governance, enterprise systems, technology budgeting, and vendor management.
• Experience with Microsoft 365 and enterprise applications.
• Strong executive communication, stakeholder management, and project oversight capabilities.
