Part-Time Chief Information Officer (CIO)

This part-time CIO engagement involves providing executive-level IT leadership to a regional public transit authority in Akron, Ohio. The role covers a comprehensive review of existing infrastructure, cybersecurity posture, enterprise systems, and vendor arrangements, culminating in a 3-5 year IT Strategic Plan aligned with the organisation's transit and operational goals. The position reports to the CFO and currently oversees a small IT team of three, including one IT Manager and two Data Technicians.

Key deliverables include a Current State Technology Assessment, a Cybersecurity Risk Report, an IT Strategic Roadmap, updated IT policies and standards, and regular executive and board-level progress presentations. The role may transition to a full-time CIO position depending on organisational needs and performance.

• Conduct a comprehensive assessment of IT infrastructure, cloud environments, cybersecurity practices, and operational processes across the organisation
• Develop a 3-5 year IT Strategic Plan that aligns technology investment with transit and business objectives
• Establish IT governance frameworks, technology standards, and updated security and operational policies
• Provide project oversight for major initiatives including ERP improvements, ITS and vehicle technologies, and fare collection systems
• Review and optimise technology contracts, vendor performance, SLAs, and procurement strategies
• Advise executive leadership and the Board of Trustees on technology direction and capital investment priorities

• Executive-level IT leadership experience as a CIO or comparable senior IT role
• Undergraduate degree in MIS, Computer Science, or Information Technology with 10-12 years of progressive IT leadership experience
• Familiarity with cybersecurity frameworks such as NIST, CIS, and CIS Controls
• Experience with cloud technologies, enterprise infrastructure, and digital modernisation programmes
• Strong background in budget development, capital planning, vendor management, and procurement
• Public sector or transportation industry experience preferred
