Interim Assistant Director for Child Protective Services (CPS)
Loudoun County Department of Family Services seeks an experienced child welfare leader to provide interim executive oversight of Child Protective Services, ensuring continuity of mandated programmes for children and families.
The Loudoun County Department of Family Services requires a temporary Interim Assistant Director for Child Protective Services for a minimum six-month assignment. Reporting directly to the Department Director, this role carries operational and programme leadership responsibility across CPS investigations, family assessments, ongoing services, and related child welfare functions. The successful candidate will supervise a Programme Administrator and Programme Manager, and provide oversight across multiple supervisory and frontline staff teams.
The role also involves partnering with the Department Director on strategic operational improvements, strengthening workforce performance, and maintaining compliance with federal and state child welfare requirements. A key focus is advancing quality improvement, accountability, and collaboration across the County's human services system.
- Provide executive-level leadership, strategic direction, and operational oversight across Child Protective Services programmes.
- Directly supervise a Programme Administrator and Programme Manager, including coaching and performance management.
- Assess CPS unit needs quickly and implement operational improvements to support positive client outcomes.
- Lead workforce development initiatives, including caseload oversight, performance management, and succession planning.
- Oversee quality assurance activities, outcome-based programme management, and compliance with federal and state child welfare requirements.
- Build and maintain effective partnerships with courts, law enforcement, schools, behavioural health providers, and community stakeholders.
- Minimum ten years of progressively responsible experience in child welfare, including at least five years in a supervisory or management role within a local government setting.
- Prior experience as a CPS Programme Manager, Assistant Director, Deputy Director, or equivalent senior leadership role within a public child welfare agency.
- Clinical licensure such as LCSW, LPC, LMFT, or equivalent credential.
- Demonstrated experience supervising multiple levels of management, including programme managers and supervisors.
- Knowledge of evidence-based, trauma-informed, and family-centred child welfare practices, including risk and safety assessment.
- Experience leading organisational change, responding to state or federal audits, and using performance metrics to drive programme improvements.
