Interim Chief Operations Officer

Reinvestment Fund, a federally certified community development financial institution (CDFI), is seeking an Interim COO to integrate and lead its enabling functions across Risk and Compliance and Data and Technology. The role is responsible for ensuring operational excellence, system reliability, and sound risk governance in support of the organisation's mission to create opportunity for underserved communities through capital, analytics, and partnerships.

The successful candidate will serve as an enterprise integrator, working alongside the CEO and executive team to align systems, risk frameworks, and data capabilities with strategic priorities. This is a part-time engagement of 10 to 20 hours per week, with compensation ranging from USD 140 to 180 per hour.

• Integrate enabling functions, aligning Risk and Compliance and Data and Technology with overall business strategy
• Oversee compliance with CDFI, CRA, AML/BSA, and OFAC standards, maintaining strong internal controls and risk culture
• Lead Business Intelligence, IT Support, and IT Security to ensure secure, data-driven, and integrated systems
• Govern enterprise-level project management (PMO), standardising execution frameworks and performance tracking
• Provide the CEO and Board with transparent, data-backed reporting on risk, compliance, and operational performance
• Lead senior managers across Risk, Technology, and Operations, fostering accountability, inclusion, and continuous improvement

• Bachelor's degree in Business Administration, Finance, Economics, Public Administration, Information Systems, or a related field
• 10 or more years of progressive experience in operations and technology management, with at least 5 years in an executive leadership role overseeing enterprise-wide initiatives
• Demonstrated knowledge of CDFI, CRA, AML/BSA, and OFAC regulatory requirements
• Proven ability to lead cross-functional teams and drive operational and compliance outcomes
• Strong track record in data governance, technology investment decisions, and system performance oversight
• Experience building risk identification, escalation, and reporting mechanisms across complex organisations
